That list is for funding not assignments and it's based off of last year's results. It's not going to stop you from getting an assignment you've earn. Serafima and Dmitriev Jr also are not on that list. They still got their assignments. They will just have to fund their own skating.

Someone on FSO just posted that so far, of the ones that have arrived at Novogorsk, confirmed participants are Samarin, Voronov Medvedeva, Tukt, Lazukin, and Samodurova. And if they are not mistaken, there will be no Maria and Sima.

ETA: Serafima confirmed she will not be there per Instagram.

Neither was high enough to be selected without other athletes being skipped. (Which isn't the usual for NHK). My guess is that Japan traded a spot with Russia. Probably for Yokoi.
