Indeed, the KSU is unbelievably bureaucratic, they don't even replace WD JGP spots and submit other substitutes.
They are learning, though. This season all the top junior ladies were split up between different events. And Seoyeong Wi was given a second event after her high finish at her first one. (I believe initially only the top three from the ranking competition were assigned to two). Don't think we can blame KSU for Dabin's withdrawing from GPs this season. Like Ashley, Gabby, Kaetlyn, Karen, and so many other ladies, we will have to give her some time to deal with the adjustment of having reached an Olympic dream and now reassessing what she will do this quadrennium. We've had no explanation so we don't know if she's struggling with the same injury issues as last season or if this is more of a career adjustment time. I hope she'll continue. It'll be tough with all the talented young ladies on her heels, but Dabin has a solid competitive head for competition.
It's very nice to see Cha looking healthy this season. Such a difference. Hope the Korean Fed has or will adjust its policies in the future for athletes facing injury as he did early last season.

In one word, Dabin does not have boots yet. There will be no international competition until she finds a pair.

Do we know on which basis the cut was made amongst the countries?Universiad announced the entry quota for figure skating. Unfortunately, there were too many applications for single woman, so they had to cut down the entries. Korea received only ONE ticket.
Having already made a fair bit of history, South Korean teen figure skater Cha Jun-hwan will try to do more of the same in Canada this week.
Cha, 17, will be the lone South Korean representative at the International Skating Union Grand Prix of Figure Skating Final in Vancouver. The men's short program is scheduled for Friday, followed by the free skate on Saturday.

Cha is the first South Korean male skater to reach the Grand Prix Final, and the first from the country of any gender to qualify for this event since Kim Yu-na in 2009.
