I think it's more likely that they were concerned about the network, sponsors and advertisers pulling their support, and on tarnishing their beloved Bachelor/Bachelorette brand, which despite everything, still pretends to be an innocent show about finding true love.
I don't know the laws, but there may also be issues around what they are allowed to film and air vs imply happens behind closed doors, and the local laws in Mexico.
I wonder how much these people get paid to go on the show? I mean, they miss a heck of a lot of work time so they must be paid fairly well?

But they don't have to show it. So then it won't be on tv. (Technically, I don't believe it's illegal per se but the FCC would fine them something fierce if they did show two people actually having sex on network tv. On cable, no one would blink an eye. There are even porn channels on cable.)WRT liability, I thought maybe it was illegal to show porn on t.v. but then I do not know the laws. I get the concern over sponsors though, good point.
