It's really hard for small Feds that don't subsidize their skaters to get any traction, unless a national hero/heroine like Yuna Kim comes along. Even the Russian-, Canadian-, and US-born skaters who switch Feds don't give that much of a boost to national programs.
If Tutberidze hadn't come along at the right time, I don't think that even bucketloads of $$$ invested before Sochi would have made much of a difference for Russian women. it's not like the established coaches were pumping out tons of prospects, and Russian Men were relying on Plushenko, who wasn't even going to Worlds to earn spots.
