There are extra Russian entries in the other disciplines too - part of the "reshuffle" to make up for their lack of participation in the two events in France.5 Russian ladies. Is it already determined how the JGPF is handled?

Due to the situation, the ISU Council concluded that it is impossible to implement a fair and consistent ISU Junior Grand Prix ranking for the 2021/22 season and therefore no ranking will be applied. Depending on the developments during the ISU Junior Grand Prix of Figure Skating series, the ISU Council will evaluate if and how the ISU Junior Grand Prix of Figure Skating Final (scheduled to be held on December 9-12, 2021 in Japan), could be held by applying alternative qualification criteria.

I would suspect that China's problem is similar to Russia in that their main vaccine, Sinovac, hasn't been approved by the EMA so their skaters would need to quarantine for 10 days upon arrival in France and many other EU nations. I'm not sure what their status for traveling to and from Russia is but I don't think we'll see their skaters on the JGP this season Russia is the only non-EU JGP host nation.China is not sending any skaters either.

I just noticed that the JGP Courchevel #2 women's entries were updated today (Aug. 22) and Seoyeon Ji has been added: https://results.isu.org/events/jgpfra22021_JuniorWomen.htmThere are no singles Korean skaters in JGP Russia. There were supposed to be one man and two women competitors.
Recently, the Korean government imposed two-week quarantine regardless of vaccination status on travellers from Russia. This new rule affects coaches and KSU officials on their return trip to Korea.
I think KSU/ISU moved the singles skaters to other JGPs. JGP No. 3 has two Korean male skaters instead of one. Let's see what happens to female entries in other JGPs.

Or they don't want to put her up against 4 Russians and Kalin, plus Thorngren again...It seems that Team Ji decided that they'd rather stay in Courcheval one more week and reduce number of international trips.
Similar for Wolfkostin/Chen: they said they were expecting a second assignment but weren't allowed to talk about it as it hadn't been announced yet.FWIW, Lindsay Thorngren said in her Courchevel winner's interview with Ted Barton that she would be getting a 2nd assignment but she hesitated when he asked her if she knew where... probably (my guess) because she already knew she likely was going to be shifted from #3 Kosice to a later JGP.
