Cha did gain an incremental 76 points for silver at 4C’s, now reflected on the ISU website, so the tie is broken.
According to Rule 520 of the Special Regs, for Championshps, each SP/RD group based on WS is split in two — if an odd number, the extra is added to the “later” half — and they draw in WS order for placement within that half.
So if Britschgi skates, and it’s Memola and Grassl, the later half of the penultimate group is Aymoz drawing first, Memola drawing second, and Egadze getting what’s left. Then for the earlier half, Cha draws first, Grassl second, and Vasiljevs gets what’s left.
If Britschgi doesn’t skate, Aymoz moves to the last group, and Memola draws first, Egadze draws second, and Cha gets whatever’s left for the later group. For the earlier group Grassl draws first, Vasiljevs second, and next in line (depending on who’s assigned) gets what’s left.
It’s different if the Italian Fed has discretion among the Men and can choose Rizzo over Memola, both of whom would be somewhere in the penultimate group, but I think there were still questions about whether to remove a step sequence in the calculation, which might have allowed the Italian Fed to do what it wants.
The difference between being in the later and the earlier could be the difference between starting first or last, but whether that’s good or bad can depend on the skater.
