I lived in Izmir for 2 yrs as a teenager. At that time there were cats everywhere but not dogs. There's a superstition or something about cats there so there was never an attempt to eliminate the strays. And at least the cats kept down the mice & rats. I wonder why the stray dogs are treated so well but that video was cute.
