IMO, the neighbor might well have suspected something more serious because of the family involved.I think because the neighbor called the police. Once the police get involved, all bets are off as to what will happen. The officer who responded might have thought he had no choice, for example. Or maybe he didn't like Jana's answers to his questions. Or was having a bad day.
What I wonder is why the neighbor did call the police and didn't just return the child.

If Jana Duggar was supposed to be watching a lot of her younger siblings all by herself, then perhaps the ones who should be charged with child endangerment are her parents.I'm sure that even if there's just one kid in the babysitter's care, that kid could still sneak out without being noticed. But I wouldn't be surprised if Jana was watching a lot of kids at once. Maybe whoever called in was also concerned about too many kids being supervised by a single person.

Those letters of "support" aren't very convincing IMO. I don't think being a good provider means you have morals. Do they really think these "virtues" are so amazing that they will convince the judge to go easy on Josh Duggar? Or do they not want him to come back and so they deliberately made their letters bland and vague.
ETA: The judge dismissed some of the charges (for lack of sufficient evidence) so the max that Josh can get is now 20 years in prison instead of 40.
