Over the years for me it’s been skaters like Carolina, Alissa Czisny and Kiira Korpi Who are your best dressed skaters these days? Not so much as a one off good costume but consistently has nice costumes....

Karen, Loena, Madison Chock, PapaCiz, Piper & Paul (sue me), Kolyada, Satoko
 
No one stands out to me as a fashion icon these days: If I had to pick one skater it would be Marin Honda. There are individual costumes that catch my eye. Ksenia Sinitsyna’s short program dress is gorgeous. It feels very “sweet girl” to me. Gracie Gold’s emerald green dress for her short is befitting for a young woman rather than a girl. She looks sensational in it. I like that Gilles and Poirier paint outside the lines with their choices so I guess that might fill the OP’s request.

I love most of Loena's FP dress but I can't stand that the seat of the dress is flesh coloured - it makes it look like her naked bum is out.

I don't like the 'business' of the Russian ladies costumes. There's always unnecessary straps, cut-outs, etc. Or the dress is too 'heavy'. I agree with those who said Sotoko. She usually looks regal.
I also like the men who don't look like they just got off a shift at The Gap. I normally like Shoma Uno's outfits - they actually look like a skating costume without being too 'in your face' (like a lot of Yuzuru's) or insanely boring (like Nathan's). I also normally like Kolyada's, whose costumes also often clearly fit the theme of the music.
While I don't love everything they've worn, I normally like Gilles/Poirier's costumes. They're unique and usually fit the theme really well (like her Vincent dress). Madison Chock has been knocking it out of the park lately with her outfits.

Kostner was hit or miss, and I can't recall anything Czisny ever wore.

I'd say the standouts in the past were Korpi and the other Finnish ladies, Anna Cappellini (not a lot of variety, but always on point), and Akiko Suzuki. I also appreciated Nathalie Pechalat having fun with costumes, even if some of them were a bit much.

Oh my goodness, really?

Google her name and then click on images, the blue dress you see a may be my favorite dress of all time then the pink one you also see has a very Audrey Hepburn feel to it, she was always well put together

Let me put it another way: most of Tessa's dresses were flattering to her figure. She had a bit of an unusual frame for an ice dancer: she has a wider torso than many skaters. Most of her dresses hid this by the asymetrical leg. The illusion flesh on her costumes usually matched her skin tone well -- it didn't look like she borrowed another girl's sleeves. Her tights also never had the dark, clumpy look of "skating tights."

Suzuki’s Madam Butterfly costume. Sasha’s R&J costume in 2006. For that matter, Susanna Poykio’s R&J in 2004, I think?
 
Easy general answer for me: KOREANS! Dresses and hair accessories. There’s a little Puerto Rican princesa in every South Korean woman skater. ?? ??

JAPANESE not far behind, with specific honorable mention to Wakaba Higuchi’s Lion King LP look. ??

With most skaters, I like some of their outfits and not others. It just varies.

I do think Olivia Smart stands out with her sense of style. She packages herself very differently according to the program, which I like, and a lot of her outfits are just a little bit different and memorable. She has a point of view to her style.

And, speaking of Spanish ice dancers, I think Sara Hurtado usually has very elegant, sleek styling. Even her street dance and rock costumes this season are pretty good.

Capellini/Lanotte stood out to me as usually having good and flattering costumes (also period-specific when appropriate).

Pechalat/Bourzat were another ice dance couple who had pretty memorable costumes--always appropriate to the programs, if sometimes a bit unusual.
 
One thing about skating costumes that I'm surprised about is how many skaters struggle to find illusion flesh and tights that match their skin tone. I know skating tights are mostly opaque and pretty thick, but it seems with all the shades the mismatch of skin tones is an easy fix.

And there is almost always a very thick seam at the edge of the netting, which even if it's a perfect skin tone match, still ends up ruining the illusion. Like this, compared to something like this where it's much harder to see where the illusion netting ends.

This is also very well-done, with the silvery border covering up the illusion netting.

As for a tights mismatch of skin tones, Aljona Savchenko is exhibit A. Again, with all the different shades of tights they make, this seems like an easy fix and so it surprises me how many skaters still have tights that totally don't match their skin tone.
