Yes but people said Bobek was the first to do a Flutz, right? Which is a bit weird because maybe other ladies before her did Flutz already.

No, the term flutz existed since the 70s. It is the lip that is relatively new.

However, Nicole did have a flutz even when doing a double.

^^^ I agree. I think of true "springers" as Bobek, Zawadski, Sebestyen, Volchkova and kinda Slutskaya. The other Hungarian chick people have referenced I need to go back and watch videos.

The others get height but more with power as opposed to "spring."

I would also say that I think Ito was more power like Tonya is/was.

Adding Surya Bonaly to the list. There were times when she had lots of spring, and her jumps were very powerful. Here's Surya performing to Why Haven't I Heard From You by Reba McIntyre.

1998 Improv-Ice - Surya Bonaly

Karen Chen also gets great spring in her jumps. I was really impressed seeing her in person at nationals last year. She got huge distance and height in either her lutz or flip jump. It was huge compared to the other competitors.

Even though she did just doubles, Hana Maskova.

Props for mentioning Maskova. All her doubles were huge. She did have a triple loop too but fell on it at the 1969 Europeans which is possibly the only time she attempted it in competition. Another honourable mention then has to go to Gaby Seyfert. Her double axel was massive and would put most ladies double axels today to shame.

I remember Christine Brennan writing about Bobek's Lutz entrance looking exactly like her Flip entrance in her first book...or was it second book. I don't remember.

I'd also add Tatiana Malinina to the list - what she didn't have in polish, she made up for in amazing lift and technique to her jumps...and probably the best contrast between her flip and Lutz edges among any skater ever.

This is so weird that commentators called it a Lutz, LOL.
I know Flutz was not such a big deal back then, but honestly, it's not at all a Lutz ! :p

which brings up whether a woman in those years of the short program was allowed to repeat the same double jump in both the combination and the solo jump?

In 1989 and 1990 the SP rules didn't prohibit repeating jumps between the solo jump and the combination. Hence a handful of the top men in 1990 doing 3A in the combination and also as the solo jump (as well as the required 2A), and Paul Wylie at least at Nationals doing 3Lz in both combination and solo jump.

I'm pretty sure that loophole was closed at the 1990 ISU Congress, so by 1991 it would not have been legal to include the same jump in both elements.
