I don't think your sarcasm is necessary or appropriate.

Winnipeg asked whether the city was safe. He did not say that he would not visit because it was not safe.

Probably there are parts of the city that aren't safe, which is the case for most large cities. It is good for tourists to know what those areas and avoid them.
