Spin Score Judging

There's a question that has been plaguing me for awhile about judge scoring of spins and step sequences. While I've seen countless jumps scored in the 3+ and 4+ range, I don't think I've ever seen spins scored even a 2+. While my experience is anecdotal, I'm still trying to figure out how excellent spinners like Jason Brown or Yuzuru Hanyu doesn't even get acknowledgment of excellence in the 2+ range. Can anyone respond to why this is the case? Am I missing rules on the books? In many cases, this also applies to step sequences. Thanks

Jason Brown gets plenty of +5 GOEs for spins & steps. GOE is factored (based on the value of the element) so that's why the +GOE is column is lower for spins/steps than for jumps.
