Well, by "parties" they mean the IOC, ISU, WADA, RUSADA or Valieva - none of THEM have requested a public hearing, so that's the cover they're going to use and will be more than happy to let the IOC, ISU and WADA twist in the wind and look bad for not requesting a public hearing.

That's very true. I wonder if the current procedures could be read to not have forbidden a non-party the opportunity to request a public or semi-public... or expand the invitees of who can attend the private hearing arguing public or private interest of the non-parties.

Well rather I should say, I'm pretty sure the judgement will "somehow" fall in the favour of the Russian team.

I was just joking about the idea that NOBODY would ever get their medals as if the competition never happened; not making a statement about whoever is entitled to receive them and whatever color they are entitled to receive.

Well that was expected. I am still concerned that they are going to do everything they can to sweep this away and pretend nothing happened. I really don't understand how/why they are blatantly this corrupt and still getting away with it. You would think there are enough angry people that this shouldn't be happening.

It doesn't - it may affect the length of the suspension, but an athlete will still face a suspension of some kind.
Not always. If they are Americans and claim that they are passionately kissing, they can avoid punishment. Let’s see if it works for Russians…
