Leaving aside the skating situation, do you really think Russia only has 1800 infected people?
When needed, Russia could also intentionally exaggerate or reduce the number of people or the severity of a situation, IF the authorities think it will make the population more obedient and inclined to follow rules and restrictions. In this instance i don't know.
But i remember the Cholera Epidemia 1970 in Crimea during highest tourist season, in August. It was quite serious, all transport ex the peninsula was stopped, people rushed the airports and the train stations, the sea water was contaminated, food became an issue, living arrangements for tourists in B&B's, private cabins, and pansione-hotels became an issue..... But the Soviet government increased the info and the intensity of the cholera spread, impact and number of cases and death, just to keep people tied down in their dwellings to prevent various forms of panic. We were there, near Yalta, at the time, and had to pay 400 rubles (3-4 months worth of average soviet salary) for a taxi driver to get us out on his car. We initially (first 10-12 days) believed that "the government are handling and the statistic of death and spread are scary and we can't take a step", but then noticed we're being lied to....
When German airplanes bombed Leningrad/St. Petersburg on Sunday June 22, 1941, in the middle of the day when many people were on sunday walks with families, the Soviet government immediately hid information from people that the Main Food Storage and Distribution Centre - Babaevsky Storages, were the first objects to be bombed. The city had not enough food for the number of population, and the deliveries from other regions where not possible (or very risky and difficult) because of constant aerial blitzkriege around the circle of the city. The government wanted to prevent panic buying, yet they new they did not have enough food..... The result, thousands died from hunger, and some resulted to cannibalism (in some cases meat of dead relatives) and a lot more variations of horrific stories.
The death tolls in many events, wars, disasters were reduced or increased, depending on the what needed to be portrayed. WWII, Afgan war, other military activities of attacks - Soviet government always reduced the number of victims, civilian and military. Or increased - to show they are winning... Gularg labor camp deaths - reduced (some relatives don't know what happened to the convict).
Chernobyl - critical info reduced and held back from the population, to prevent panic etc...... 70+ years of Socialist System, under pretense of "happiness for the people" was nothing but a "bunch of lies to people".
Yes... the info about the spread of xxxxxxxx could be controlled in Russia in any direction..
