Absolutely true, she earned that spot, and that is not what is in question. It's her ability to perform at her next GP event is what's being discussed.Sotskova was invited to one GP (France) due to her being in the top 24 in the ISU World Standings (her ISU SB was #43 last season).
Dabin had also placed 14th at Worlds, was the highest ranked lady from the previous Worlds not selected for the GP yet, and defeated Bell at 4CCs in 2017. Dabin was a strong selection. There are many that are not, but that one is not a good example of it.

It's pretty sad that the system allows a country to select SB 60 before SB 24 has two.
I think maybe moving forward the ISU would be better to reduce the list to 5 or 6 in the 'next in line' category, and maybe not move anyone up until all of those in that group earn available spots (granted if their country isn't maxed out in the event or they are already skating in said event).
ETA- it has to be a bummer to be high on the reserves list at the start of June and literally watch 10 or 15 or even 20 spots in some seasons be replaced, none of which go to said skater even though they'd be eligible each time.
I agree with the points made here, but wanted to point out that it was expanded to the top 10 replacement list only a few years back. It used to be a top 5 replacement list, if I'm not losing my mind.
In summary:
Yi Christy Leung got GP USA and CHN.
Wessenberg got NHK.
ETD) Andrews got FRA.
Open spots at RUS and FRA due to Hendrickx WD.
