It's a misunderstanding that Russians can't get visas - they can and still do, but Schengen visas are no longer issued within Russia so you have to leave Russia to get one. You just go to a country like Serbia, Azerbaijan, Kazakhstan, or others that don't require a visa of Russian nationals to enter, and - voilà.Not in France. No visas. Unless somehow there’s a deal for that too.

This is my suspicion as well. As usual I'll put most of the blame on the ISU because they are a terrible org.Well, it seems someone will be very happy. I bet CAS decided to keep their hands off and say the ISU had discretion to interpret how to apply the rules given the confusion regarding whether there was a new rule superseding the former rule that could be read to support the way the ISU decided to reallocate the team competition points. It may be one of those things where the CAS will say even if they had disagreed with the decision, procedurally, the ISU had authority to make the initial ruling that they did.
