Body of Work is totally taken into consideration, but Skate Canada sensibly places by far the most weight on Nationals performance and apparent readiness to produce desired results in the Olympics.
I know they also look closely at performance through the season (I/M could hardly get to a 120 LP even when team was healthy) and I think the prior year(s) matter if you're winning medals in ISU major events. I/M may have been 'fabulous' but that's a subjective measurement and their results (score/medals) just weren't enough for SC to bend over backwards for them.
So, heading into nationals, D/R IMHO were the only pairs entry locked into Pyeonchang. Everyone else had to skate for it.
Having said all that, it's a major bummer that I/M had a downturn in 17-18. If only the Olympics were in 2017. Timing is almost everything sometimes....
