Scroll down to pages 4-5 of ISU Communication no. 2262 (Decisions of the Council, June 18, 2019): https://www.isu.org/inside-isu/isu-communications/communications/21470-isu-communication-2262/file

Relevant section is copied out in its entirety below:

7. ISU Figure Skating Championships 2020 – Minimum Total Element Scores
The Council considered proposed new Minimum Total Element Scores necessary for participation in the 2020 ISU Figure Skating Championships and earned at competitions in the season 2018/19 and in the season 2019/20.

The Council determined that Skaters/couples participating in the ISU Championships 2020 must have reached the following Minimum Total Elements Scores (TES):

For scores achieved in 2018-19 or 2019-20:

Worlds 2020

Men 34 / 64
Ladies 29 / 49
Pairs 27 / 44
Dance 33 / 47 (was 31 / 45 last season)

Euros/4CC 2020
Men 28 / 46
Ladies 23 / 40
Pairs 25 / 42
Dance 28 / 44 (was 26 / 42 last season)

Junior Worlds 2020
Men 23 / 42
Ladies 23 / 38
Pairs 23 / 34
Dance 23 / 37 (was 22 / 35 last season)

(For Ice Dance, based on ISU Communication No. 2256 announcing the Scale of Values for next season [linked here: https://www.fsuniverse.net/forum/threads/ice-dance-requirements-for-technical-rules-season-2019-20.105532/#post-5598046 ] and given the fact that a large number of Base Values (BV) and certain GOEs have been raised, this has been reflected in the Minimum TES for Ice Dance by increasing the values accordingly by making an average of the increase per level.)

The required Minimum Technical Elements Score for the Short Program/Rhythm Dance and the Free Skating/Free Dance to participate in Senior ISU Championships (ISU European Figure Skating Championships, ISU Four Continents Figure Skating Championships and ISU World Figure Skating Championships) can only be obtained in Senior International Competitions. Likewise, the required Minimum Technical Elements Score for the Short Program/Rhythm Dance and the Free Skating/Free Dance segment to participate in the ISU World Junior Figure Skating Championships can only be obtained in International Junior Competitions.

The Minimum Technical Elements Score (not including Component Scores) is a Technical Score and must have been reached in an ISU recognized International Competition (as per Article 39, paragraph 7 of the ISU Constitution and Rule 107, paragraphs 1 to 10 of the ISU General Regulations) during the ongoing or immediately preceding season in both segments, Short Program/Rhythm Dance and Free Skating/Free Dance (See ISU Special Regulations Single & Pair Skating Ice Dance, Rule 378, paragraph 3).

While the Minimum Technical Elements Score must be reached separately in each segment (not a total of the two segments), the Minimum Technical Elements Score for each segment may be reached at different competitions.

The Minimum Technical Elements Score must be reached 21 (twenty-one) days before the first day (first official practice day) of the Championships concerned (same as entry deadline).

If it would become evident that the number of entries based on the Minimum Technical Elements Scores listed above would be significantly higher or lower than expected, the ISU Council reserves the right to adjust the Minimum Technical Elements Scores in order to achieve the above-mentioned objective.

ISU Members will be informed latest 45 days prior to the entry deadline of the respective Championships if the announced required minimum Technical Score will be adjusted or will remain as announced. In case of the continental Championships the announcement for both European and Four Continents Championships will be made 45 days prior to the entry deadline of the earlier Championships, in this case the European Championships.

Nice. I was worried they might raise the minimums slightly for singles after 40 ladies qualified for Worlds last season. I'm happy they're staying as is, and think it's a fair threshold.

Not sure if this is the right thread for listing athletes that meet their minimum TES but it is the updated one I am finding. Orihara & Pirinen earned their FD Worlds minimums at Lombardia and their Europeans minimums in both dances.

@kwanfan1818 usually creates a GSD thread each season to keep track of the skaters and teams who attain the Worlds minimums as the season progresses. We can use this thread in the meantime.

Orihara & Pirinen earned their Worlds TES in the RD today at Nepela. (And scored 9 points higher than last week in the rhythm dance alone:eek:).

My usual caveat that I don't keep careful track of splits and retirements and people who are taking time off, and I'm sure there are skaters on the list who aren't skating.

As of today's data, it's not updated with minimums earned from this past weekend, US International Figure Skating Class or Ondrej Nepela; Orihara/Pirinen, for example, aren't on the list yet.

Thanks for the lists, kwanfan. Shouldn't Trusova and Shcherbakova be added for their recent senior comps?

Thanks, @kwanfan1818 (although I prefer the non table formats you used to use :)).

The ISU senior minimum score lists, linked in post #2, have not been updated since August 20 (2019 Philadelphia Summer International ladies & Lake Placid Ice Dance International). Until then, anyone should feel free to add to these lists themselves.

Min & Eaton earned their Worlds TES minimum in the RD. They now have the necessary TES in both the RD and the FD.

Ning & Wang earned their Worlds minimum TES in the RD at the Asian Open Challenger. They already had the TES in the free so this gives them the full set.

Kazakova & Reviya earned their senior Worlds RD TES, as did the new team of Ren & Karpushov.

Ryan Dunk (USA) earned the SP Worlds min at the Asian Open this weekend but did not reach the min in the FS. Hopefully, he'll get another assignment this season to be able to earn it there (mins are still good for 2 seasons, right?). He does have the 4CC mins.

Gabriella Izzo (USA) did achieve both Worlds mins at the Asian Open.

Friend/Badaoui earned the Worlds minimum TES in the Free Dance at Asian Open Trophy.

ETA: Sorry, looks like they already had the FD minimums from last year - I was behind the times!

4cc is a more realistic goal for Dunk anyway, so he has the mins to achieve what he can realistically achieve this season. If he places high enough at nationals, he will get another assignment to get mins whether at 4cc or at another competition. If not, then there is next season. With Nathan, Zhou and Brown in addition to Tomoki, Camden and Alexei fighting for worlds, shooting for a possible 4cc spot and doing well at jr world is more a realistic goal for Dunk.

Yes, I know. But having all the score mins is an accomplishment whether skaters need them or not. And the mins are good for 2 seasons.

Dunk doesn't have a very reliable 3A as I remember from jgps, and his fs score in China also reflects this. Perhaps with more work on his technical arsenal and a good showing at nationals, he may get another shot at trying for world mins in a few months.

2 Turkish men have the minimums and will have to battle for the right to go to senior Worlds. That's great progress!

It appears the ISU has revised the TES minimums for the Ladies discipline:

In accordance with ISU Communication 2262, point 7, the ISU must inform the ISU Members at the latest 45 days prior to the entry deadline of the respective Championships if the announced required Minimum Total Elements Scores will be adjusted.

Based on the analysis of the current entries’ situation, the ISU Council has decided to increase the Minimum Total Elements Score for the ISU World Figure Skating Championships 2020 for Ladies as follows:
SP: 29.00 30.00
FS: 49.00 51.00

Does anyone else remember a mid-season TES revision happening? I'm sure it has been done before, but I can't recall off the top of my head.

Interesting, that currently eliminates a skater like Aurora Cotop and Dasa Grm for consideration for Worlds.
