She’s 18 and has seen nothing of the world outside Russia because of the ban. She reflects her society’s attitudes, what else is there to say.
To be fair, that same attitude exists throughout the US. First thing I have new imaging students read is the discrimination against non-white medical professionals by both patients and the health care profession. I always have plenty of material for them to read and they are always gobsmacked. My Black students run into it all the time. It's the quiet, hush-hush part of health care that only recently is being acknowledged.
 
If she has Turkish nurses, presumably they won’t be drunk. Her comments were about a group of drunk and menacing. Arab men walking toward her in a threatening way, and about the general number of spaced out people on drugs walking the streets. Sadly common experiences in Germany and elsewhere in Europe. She did the right thing to go back to the train station and get a taxi. I’d advise any young woman to do the same. To those upset about her comments, I guess the truth hurts.

No, she was generalizing her experience to represent all Turks and Arabs. That's what makes it a racist post: "There are so many Turks and Arabs here. It’s really scary, much scarier than in Moscow."

I agree that her wording could've been improved, but that sentence immediately followed one about a crowd of drunk Turks threatening her and preceded one about drugs and unstable people.

I think it's clear by reading the entire quote that she was scared about crowds of drunk men and unstable, drugged out people rather than dark-skinned people. Unfortunately, unintegrated neighbourhoods are hotspots of crime throughout Europe, and violence toward women is disproportionately higher in these communities.
