For example (just posted today), UKR-born Fedir Kulish was granted Latvian citizenship by the parliament to be able to compete as Latvia's second man at the Olympics (also discussed: Reitan/Majorov, Danilova/Tsiba).

It's not like there's a lot of competition in Belgian ice dance so I have to assume this is a citizenship thing. She's Russian and they train in the US with Igor. I don't know how hard is it to get Belgian citizenship but if there is a residency and/or language requirement it would be a bit of a hurdle. And we know Azerbaijan gives out citizenship to athletes like it's candy.
