WHAT SHOULD JUDGES REALLY JUDGE BY?

Ok....I'm not really sure were this gos....so I'll put it here....I was wondering what all you guys thought about how Judges should score. Because sometimes Judges give unfair marks to a Skater from just their own personal opinion (for eg. a Skater already popular from commerals,or some other kind of publicity,etc.? Also, any Skater should just WORK to get their chance at high marks....Not get high marks because JUDGES think they've had their chance. I myself would call that...fixing. What do you all think?

Any scoring system can be manipulated to someone's needs.
The 6.0 system didn't take off for falls for many years, artistic impression was the political mark and ordinals could put even the most artistic AND athletic skater in last place.
These days, the TES score usually gets content right, but PCS is manipulated to move a skater up or down in the standings.
