Although Farris and Haven Denney/Brandon Frazier missed the entire 2015-16 season, they could qualify for 2016-17 envelope funding based on this criterion listed under ADDITIONAL CONSIDERATIONS:
Athletes that were in the Team B Envelope the previous year and plan on continuing to compete will automatically be placed in Team C - Tier 1 if they do not meet the criteria for Team A or Team B. However, if the athlete or team was not able to compete at the U.S. Figure Skating Championships due to injury and was in the B Envelope the previous season the athlete/team may be placed in Team C - Tier 1 or Team C - Tier 2 based on the discretion of the ICMS.
Richard Dornbush is another Team B member this season who missed Nationals and could qualify for envelope funding this way as well.

I agree. I've heard that Broadmoor SC has a deal where once a skater advances through a qualifying competition, they have a certain amount of free ice at the World Arena until their next qualifying competition. For pair skaters and dancers (that automatically qualify to Sectionals), they start getting free ice around the time that all the Regional Championships finish and have the free ice until Nationals (assuming they make it out of their respective sections). Most clubs also give skaters stipends/reward money for their participation or placement (depending on the club) at Sectionals, Nationals, and Internationals.AFAIK, this depends on the skaters' individual training rinks and/or clubs.
