1) YES - I can see how that shirt could be considered too informal for the Parliament floor.
2) The dress code for the U.S. House & Senate floor is fairly conservative. I know, for example, men have to wear suits with jackets and ties and woman can’t go sleeveless or wear open toe shoes.
3) I would think that legislatures in countries like Canada and/or UK would be as conservative as the U.S., if not more.
