Because it is the off season :p

Your country's skating federation (does not have to be where you actually live) has an extra spot or 3 in a discipline that you'd rather have in another.



Example

Someone from Japan posts:

The Japanase Federation has an ice dance spot it would like to exchange for a ladies spot, anyone accept?

Someone from U.S. replies:

Yes, we accept under the condition that Nobuo Sato coaches at the world arena for the Olympic season




If the original poster accepts, they would just like the post and then the second person would post the spot/s exchange they want, someone accepts that, and so on.


A country can have anywhere from 0-6 spots spots in a discipline, that's about it for rules :D

So please be creative.
 
I like the creativity, but I would keep it simpler and more conservative: Countries should be able to switch out spots WITHIN a discipline; e.g. - France volunteers to give up its 2nd Pairs spot because their fed. can't / won't use it and the ISU gives it to the U.S., who is next in line for 2 spots.
