And sometimes "service to the crown" means stepping aside, either by delegating spcific responsibilities or altogether.Now, the situation today is quite different with an heir who has always known he was meant to be king and prepared for decades, and there would be no scandal, but she made a vow and has always intended to stick to it.
And if she is personally embarrassed by appearing in a wheelchair, "service to the crown" means setting vanity aside, IMO.
I think she may be afraid to let Charles loose on Andrew while she is still alive.
