Lev Vinokur has been withdrawn [from JGP Chelyabinsk today] by ISU because he last competed for Russia in November. Results from Riga pending cancellation.

Russia did put out official documents on who was released to another country and they never mentioned releasing Vinokur plus he was name as being a part of the Moscow federation national team in July

It's not really up to Russia though. This is the Israeli federation's fault for submitting the entry in the first place. They should have known when his last competition for Russia was.

Awww, poor Lev. I hope he is released soon and can get another comp this season...maybe Bavarian Open? Russia has plenty of rising stars in Junior Men, they can let Lev go.

The release has in all probability come through. He needed to wait a full 12 months from his last competition for Russia to represent Israel. It’s Federation 101.

The rules are pretty clear and this is not the Israeli Federation’s first time doing this.

Usually, the ISU tells the skater before they get to the event (but sometimes at the event) that the clearance hasn't gone through. Sometimes, if the skater and Fed think it will be put through before the actual event, they'll send the skater in hopes it clears before they are scheduled to skate. Of course, there aren't strict deadlines on processing the clearances, though I don't know how it could happen before a year from his last competition, so it's all a bit murky. I do think it's unusual that he was permitted to skate if the clearance wasn't final.

Yes. The last example I can recall was Yamato Rowe being disqualified from a competition in Iceland because his paperwork between USFSA and the Philippines wasn't in order.

The safeguards are that you expect the skater's coaching team and the federation who requested the release and who make the competition entry to be competent.

I do think it's unusual that he was permitted to skate if the clearance wasn't final.

He likely had the clearance which has to be applied for to the ISU before 1 July. The releasing federation (in this case Russia) will send a letter to the requesting federation (in this case Israel) releasing the skater and the latter will then request a clearance cert from the ISU. When the clearance cert is issued, the requesting federation will be told the date when the skater can start representing their new federation in international competition.
