Investigators looking into a fire that killed at least 64 people at a busy shopping mall in the Siberian city of Kemerovo said on Monday that a security guard had turned off the fire alarm system and that exits had been illegally blocked.
The fire, one of the deadliest in Russia since the break-up of the Soviet Union, swept through the upper floors of the Winter Cherry shopping centre on Sunday afternoon where a cinema complex and children's play area were located.
As many as 41 children could be among the victims of the blaze in the Siberian city of Kemerovo, which started on Sunday. Around a dozen people are still believed to be missing.
Russian state investigators said four people had been detained over the fire, including the owners and leasers of outlets inside the shopping mall.
President Vladimir Putin, re-elected last weekend, has yet to speak publicly about the tragedy, which has stirred deep anger in Kemerovo, a coal-producing region about 3,600 km (2,200 miles) east of Moscow.
The Kremlin published a statement, saying Putin "expressed his deep condolences to the relatives and loved ones of those who died."

Images on Russian television showed thick black smoke pouring out of the building, which also houses a sauna, a bowling alley and a multiplex cinema.
The shopping centre was converted from a former confectionery factory in 2013 and was popular with local residents for its facilities for children, which included a petting zoo.
