2024 ISU Congress Agenda

Legal report - currently talking about our fave, never-ending 2022 Team Event scandal. CAS apparently suggested July 22 as the hearing date for the COC appeal.

Who is he? He asks questions quite enthusiastically at the end of every presentation.
Pretty sure this guy is from Austria Speed Skating. He was perturbed that the ISU didn't accept their Urgent Matters proposals yesterday - there's some sort of short track refereeing dispute that Austria was involved with that has this guy hot and bothered with the whole of the ISU, lol.

What does "investigations are ongoing in a different jurisdiction" mean? Because it sounds suspiciously like Grassl, except IDT it was ever said they'd found something in his blood, rather he'd missed mandatory tests.

I presume that means that the investigations are happening through the national anti-doping agency or WADA - they would have jurisdiction until a final finding and report is presented, at that point the ISU imposes a disciplinary sentence.

And here we go with the first proposal from Austria Speed because they're miffed at their ice derby controversy and have a bunch of proposals made in :mitchell:.

Well it could be him I guess. If the ISU knows about the investigation, then would this skater have to sit out? Or can this skater compete, and then if it turns out action needs to be taken, ISU will invalidate all their results retroactively? (Guessing it's the latter case, but clarity would be great)

Grassl was with Eteri in early 2023, so it could be him, and we just don't know he had that too.
He was with Eteri until sometime last summer. It could be him but I don't think he would have been assigned to a GP if there was an open pending investigation against him. Athletes who are adults are provisionally suspended during the investigative process and cannot compete.

And their tablets are not working properly so they're giving everyone a coffee break while they fix their tech issues. So on point for any ISU event ever, lol.

Oh, well then I guess we can rule the skaters who competed last season out? And sift through the ones who sat it out.

Not necessarily. It could be a junior skater who would fall under the WADA "protected person" clause and potentially be allowed to still compete.

Ah yeah my mind defaults to seniors.

So: can not be a skater who is not a protected person and who competed last season.

Could be a skater who's of age and didn't compete.

Could be a skater who is a protected person and competed last season.

I think that (meaning technical committee) is why he is in the front row?
I believe the small placard in front of him says, "CHN Figure," which is why I mentioned it.

Sorry, I don't recognize the blonde woman to his left.
To her left is a small placard that says, "Single & Pair Skating Technical Committee."
And then to her left is Emilie Billow; I think to her left is Yukiko Okabe, with another "Single & Pair ..." placard in front of her.

ETA:
My original comment was just an idle observation -- I was not trying to diminish Cong Han.
I guess that he is in front row and with the "ISU jacket" because of his role in the Technical Committee.
But at the same time he is also the Chinese Fed delegate at the Congress. Hence the placard...and the fact he just voted on the Austrian motion (now that they are voting by raising cards it is clear who is voting).

I am really afraid if there is a close vote....they may take ages to count the cards raised.
Well, I'm pretty sure that everything requires a 2/3 approval to pass so it should be clear with most of the votes whether or not something will pass or not.

Austria Speed still very unhappy with short-track race incidents, lol. I think this will be the last proposal )#16) voted upon before they break for lunch but we'll see.

ETA - nope, they're continuing past 12pm - currently voting on #19 & 20. And they broke for lunch before getting to #21 which is the USFS proposal to create a separate Pairs Tech Cmte.

They started early and the USFS proposal is being discussed - the USFS is withdrawing their proposal and asking that it be included in the Constitution modernization review that will be happening.

They're moving fast this afternoon - already on 27 even with manual voting, lol.

OMG! Austria Speed withdrew one of their proposals! That might be the most pleasantly surprising development of the day so far, lol.

A20 is complete, now onto A21 - Amendments to the General Regulations. They should get to the age limits proposals this afternoon.

For anyone not watching - they're about to hit the age limit proposals - first up are the speed skating junior age categories.

45 - JSF asking what the rationale for the 7-yr age gap for pairs & dance teams is - explanation is safeguarding from extreme age gaps in junior partnerships.

Just 3 against, 2 abstentions - passes overwhelmingly.
