Every club competition that I have participated in, volunteered at, or spectated at had skaters from other clubs. When something is a club comp, they don't have some of the events that would attract people from out of the area but depending on when and where it's at, it could still attract some of the junior and senior skaters you'll see at Nationals. And if international skaters train nearby, they may show up as well especially if there aren't a lot of comps this year.

Sometimes the words "club competition" mean a competition hosted by a local club and open to any skaters who are eligible for the events offered and who choose to enter.

Other usages refer to that kind of event as a "nonqualifying/nonqual" competition and reserve the term "club competition" for a competition hosted by a club for its own members only.

So it can be ambiguous what is meant in this case.
