Not necessarily. A few top pairs who already qualified through GP events (Tarasova/Morozov, Boikova/Kozlovski, Pavliuschenko/Khodykin, Mishina/Galliamov) may decide to compete as a training competition for the nationals, and suddenly you have K/B on fourth or fifth place… as even those who already qualified are allowed to compete and their results still count, it can easily push K/B down the ranking.
