I can't say for certain, but I'm going to guess it was a lady who somewhere along the way, pre-IJS, didn't count right and repeated too many triples.
Elena Sokolova had a crazy 1998 jump layout - 3Lo+3T, 3S+Eu+3Lo, endless attempts at 3Lz it seemed like, but surely never landed all of them cleanly.
Laetitia Hubert probably had 8 triples planned in 1992 considering she was trying 3T+3T and then a solo 3T, but don't remember off the top of my head. She, too, certainly never had a clean 8-triple free skate. There have also been talks that the Zayak rule may have been much more lenient/ not applied to cases of a 3T+3T and then solo 3T back then.
Michael Weiss and Alexei Yagudin also did 8 triples did 9 triples (corrected after pointed out below) at some point in their careers - against the 6.0 rules.
Harding's '91 Nationals showcase only had 7 triples, she only repeated the 3T as a 3+3.
