My guess is 1987-1988. Josie Chouinard is 49 now and she looks about 20 in the video.

I'd go later than that. Josee and Usova Zhulin weren't really on the scene until some time after the 1988 Calgary Olympics and I recognize some of their outfits from a number of years later. Will see if I can at least figure out when I first saw those costumes.
