Is there a reason why can't Minsol compete at junior worlds? I thought she was released from the Korean federation.
I thought solo skaters had to have citizenship in the country they're representing at WC/JWC/Olympics?

Officially, she has been released by the KSU to compete DOMESTICALLY in Canada. She also has not competed internationally in the last 2 seasons, so she does not have the Jr Worlds CTES mins.

Only for the Olympics & Winter Youth Olympics.
 
Singles skaters can skate for another member if they have some kind of residency status in the member country. The ISU definition is murky, ie, does not require the equivalent of Permanent Residence/green card. There are other visa statuses that qualify.

I thought I read an article after the short that while she was released by South Korea her waiting period for international assignments hasn't passed which still a little odd because according to wiki the last time she competed for South Korea was 2023. According to an article it is actually a lot of paperwork with Skate Canada that needs to be completed. Like I have no idea what that could possibly entail or why it would be so difficult.

Skate Canada confirms that Kwon has been released by the Korea Skating Union to compete domestically in Canada, meaning you should expect to see her at Skate Canada Challenge in Calgary in December and, if she qualifies, at 2026 Canadians in Gatineau, Que. (her winning score of 195.27 in Barrie surely suggests that will happen). While she isn’t cleared yet compete internationally for Canada (there’s much paperwork to complete there), it’s a rather moot point this season — Kwon isn’t yet age eligible for either the Olympics (she turns 17 during the Winter Games) or Worlds in Prague (although yes, she could have represented Canada at Junior Worlds if the transfer was complete).

ok, I knew there had to be a reason. I know she is not old enough for sr competition but junior?? I was unaware the min age was so young.

Age minimum for juniors is 13 by July 1st, so she'll be eligible next season from what I understand.
 
also Skate Canada’s lack of foresight strikes again. Homick/Buelow are eligible for three more junior seasons, Anderson/Dawson only one. their talent development is just so shockingly nearsighted
Homick/Buelow have 2 more seasons of junior eligibility, not 3.

I was personally rooting for A/D, and SC certainly could have justified sending them, but to be fair, H/B beat them at Challenge as well as Nationals. Challenge and Nationals have domestic scoring, so maybe we trust that a bit less, but they're also a lot more recent results compared to the summer and the JGP. Sending H/B is a reasonable choice.
