ISU Congress: Proposal to overhaul PCS

Is the "corridor" concept that's supposed to discourage "deviation" in scoring by any individual judge still upheld in the system? I've been watching the series of interviews with ISU judges and officials from 2005, donated to TSL by the original interviewers. Almost all of them mentioned the implementation of that as potentially rich ground for block judging. (Not to mention common sense would lead one to that judgment.) And even if there is no block judging, it at best encourages group-think and pre-set placements, or reputation judging.

Another common point that may of these people made is that it's not humanly possible to be judging the PCS through mentally checking a skate against all the bullet points for the 5 sub-categories. Add to that the need to evaluate for GOEs, there's no wholistic impression to speak of from the judge's point of view. I've also wondered, with the need to put in GOEs in real time, the judges would actually be missing quite a bit of the program, so who confident are they of marking "transitions", for example, as actually performed?
