To answer the original question from my own humble POV: No. IMHO she's rather overrated.

Kwan is just rated, neither underrated nor overrated

She was born with some talent and paired it with good basic training and consistent work, which resulted in stable results.

Luck could have changed an Olympic Silver or Olympic Bronze to Olympic Gold, but luck is bestowed by fate.

Yeah, my opinion is exactly the same a couple of years later.

Kwan is just rated, neither underrated nor overrated

It has been more than 20 years since she competed at an Olympics, so I think she is just a legend and icon in skating, somebody's mom, and a highly educated professional with an international career
