Maybe. Maybe not. Ideally, Ilia would be doing both the SP and FS but, like with Nathan, that's not going to happen. I think it depends on whether Chock & Bates agree to do both the RD and the FD.

All potential participants for the TE have to be submitted to the IOC ahead of time -- this was January 11, 2022 for Beijing, for example -- and, in Beijing, they also called out a deadline of three days before the start of the TE to at least narrow down the possible substitutes ? (although it isn't terribly clear whether this means narrowing it down to 2 if the Fed has 3, or if this means declaring ahead of time which two events to potentially sub in).
Technically, the swaps are done officially after the RD/SP's. Any Fed can swap out 0, 1, or 2 at that time if they have and have declared the skaters/teams: it's a very short window. In Sochi, all of SD/SP participants had to be submitted the day before the TE, with all of the FD/FS participants declared within 10 minutes after the last short. In PyeongChang and Beijing, the entries for the shorts were due the day before the respective shorts on Days 1 and 2. In PyeongChang, the frees entries were due after the last short, while in Beijing, the entries for the Men's FS were 10 minutes before the Men's FS, and the rest of the frees entries were due after the Men's FS.
It is Federation policy to announce to the skaters and segments and publicly ahead of time, making their strategy known. We can argue to pros and cons, but it is a choice. I don't know when Skate Canada told Weaver/Poje that they would not be used for the TE, but I think I'm remembering correctly that it was not that soon before the Olympics started.
in Sochi and PyeongChang, the Ice Dance TE FD was last, but individual Ice Dance was in week 2. In Beijing, Ice Dance was the second individual discipline, 5 days after the end of TE FD and 7 days after the end of the TE RD; there the TE Pairs FS was the last TE competition. The TE FD is first this time, presumably because the individual Ice Dance competition starts so soon.
While in all three TE's so far, before the final TE free segment, the team in the lead had it wrapped up, because there's only a four-point spread in each free segment, 10 pts for 1st, 6 pts for 5th. I'm not even going to try to see if it would be mathematically possible for qualifier #1 to be 16 points (if winning the tiebreak) or 17 points ahead of qualifier #2 (or #2 and #3) after the shorts and before the FD -- that would be an interesting competition -- but it's going to be a risk for USFS and C/B to bank on the RD/SP results, barring disappointing results in the shorts. It's a better calculation if there's at least one free in the bank before the final day, but that isn't happening with the FD up first.
One thing about C/B: they've been leaders, Bates explicitly so as a spokesperson/go-to guy for the media, and they may want to skate all four in Milano, beause they want put everything on the table. I just hope they're not going to be/feel pressured into competing Worlds to secure three spots for US Dance, because Carreira/Ponomarenko aren't killing this season, and If Zingas/Kolesnik are at Worlds, it will be a debut, albeit with a leg up for being in GPF. I don't expect this to be a repeat of 2014, where the top two were out, and the OBM weren't on home turf.

THIS! Since the very first Olympic team event many fans, including myself, felt that the Team event should happen AFTER the Single, Pairs, and Ice Dancing events!

Yeah I have no idea. I assume they just copied the way gymnastics does it, but it's not really comparable since the gymnasts from the team event don't all qualify for individual events and some probably go home after the team event.

I think it has more to do with trying to fit an extra 3 days of competition into the 15 days of the Olympics following the Opening Ceremony. Several other sports have "preliminary" heats on Day -1 or Day 0 now. The preference clearly is to put the first day of the TE on Day -1 rather than the first individual event's SP or RD on Day -1 when people around the world are still just gearing up and tuning in for the Olympics.

At recent Olympics, the hosts have staged figure skating and short-teack speed skating in the same venue. Such will be the case in Milan.
To accommodate this schedule, there would need to be separate venues for the two sports, possibly leading to building arenas that won't be used much after the Games.

The figure skating, and short track speed skating events are sharing the same venue, and even have overlapping days at the upcoming Olympics with a similar number of competition days. The schedule I posted has 5 days off to accommodate short track speed skating using the same venue which is the same number off days as the upcoming Olympics.
