Even if she was on the list she can file for CAS, the rule is called "OSAKA rule" where an athlete serving the ban cannot serve another ban of same event pretext.
unless the IOC makes changes to their official rules, then those with doping history but cant compete just because IOC says you cant will file to CAS. In Rio all the athletes with doping history (not banned by IOC) were able to compete , remember Efimova the swimmer and the likes ?
If we were to bring names with medal prospects then expect them to file

There is no info that she is injured (as far as i could find in Russian sources). My guess is she/Mishin want to take a queue in Senior Ranks after Russian Nationals.Is Samodurova injured? She certainly had a chance at making the JW team.
I would also split ladies and pairs, simply because both Zagitova and Medvedeva, and both S/K and T/M deserve Olympic medal. I would probably let Kolyada do both events, because one can argue that Stepanova/Bukin deserve the medal more than Aliev. Aliev had only one decent competition the whole season.I think it is too risky not to split pairs make T/M skate both progs just days before the start of the pairs event. I would split pairs and ladies.

There is about 8 decent ladies who are suddenly senior eligible, and I don't think the federation will allow them all to move up, simply because they wouldn’t have enough senior assignments for them. Keeping them at JGP and at the same time senior senior challengers events would gain them more ranking points. Absolutely. And frankly, they could toss a coin between Koylada and Aliev. Both have the talent. Both have a wee problem with consistency. They were allowed to use 2 out of 3 (blue, red, white) plus any non-flag color as 3rd one.I thought they weren't allowed to wear the Russian flag colors?

Why do you think Sakhanovich stayed the extra year in juniors even though she already had two silver medals from junior worlds and wanted to move up? Why do you think Konstantinova stayed in juniors when she wanted to move up? The answer is simple - they were told by the federation to stay in juniors and they figured out that if they don’t do as they are told, there would be consequences. It is not as if the federation desperately needed them, there were other ladies, so if they want to receive assignments, they have to do as they are told. For senior GP, the federation submits names from which the other federation pick. If they don’t submit her name, she won’t get a GP event no matter whether her results would ‘guarantee’ her one. For challengers events it also goes through the federation because there is limit competitors per country, so the federation wants to make sure they spread it among available skaters.
