TES vs PCS- When it comes down to close calls, why do the majority of fans/reporters resort to PCS?

What frustrates me the most is when mid to lower tier skaters have absolutely no hope in getting a +2 GOE on any element where it actually might have been warranted.

Which comes first, earning high GOEs on elements or becoming a "higher tier" skater?

Almost all the men at the Olympics earned five +2 or better on at least 1 element. It would be easier to call out those who didn't.

The women not so much. But here are some who did. What tier would you say they belong to?
Xiangning Li SP layback
Hanul Kim SP layback
Loena Hendrickx SP combo spin and layback, and came close on the step sequence; FS all spins, both sequences, close on the lutz
Emmi Peltonen SP step sequence, close on the 3T+3T combo; FS step sequence
Elizabet Tursynbaeva SP combo spin
Nicole Schott FS step sequence

There were other scattered +2s throughout.
 
As I was watching all events, I was often shocked by the amount of green being shown. There were so many times in 'real time' I would have at least thought an element should be under review, and quite often at least -1. The GOE was oftentimes just a flat out joke.
