Blocked from PM?

What is the reason(s) why I might be blocked from sending someone a PM?

Just to elaborate: I am pretty sure this person would not have blocked me personally if there is even such a thing (of course I could be wrong) so I'm wondering if there could be a bug or if some people block all PMs or the person's mailbox could be full or what?? The error message just said I could not PM this person.
