What’s the tie-breaking procedure? Do we cancel out all the votes from people who voted for both (or more than one candidate) and see which one has the most single-voters?
Agreed. So it seems either keeping the tie, or doing a run-off would be the most fair. Run-off may not be fair to implement after the vote has already started, but it seems to be the only way to go IF we want to break the tie. Unless, there already exists a tie-breaking procedure that somehow some already know about.That definitely wouldn't be fair to do after-the-fact without people knowing that would be the procedure before voting, because it might have impacted how they voted.
