It looks like pairs is the limiting factor in qualifying for the team event.Worst case scenario for Korea is if they only qualify Ladies or Ladies and Men, and the TE participants use seven of the ten. Which would leave out either Dance or Pairs.
For Sochi, originally three were going to be used, GBR Man and JPN Pairs, but Takahashi/Mihara got into the individual event off the alternates list.
Among the likely or possibly to qualify beyond those who've qualified in all four -- RUS, CAN, USA, FRA, CHN, these countries are still working on qualification:
Japan: Pairs and Dance
*Italy: Men
Australia: Ladies, Pairs, Dance
*Germany: Dance
Spain: Ladies, Pairs
Israel: Ladies, Pairs
Korea: Men, Pairs, Dance
*Could compete with three or use the Additional Athletes Quota, if their NOC's agree
Wow, will there be ten members who qualify three?
The worst-case scenario for Korea would be not to qualify three, and for the five remaining teams to use nine, not seven, Additional Athletes Quota spots, leaving one for Korea, and Korea needing two for a team in the individual events.
Although if Righini skates for Italy, I think they'll qualify in Men, Australia will qualify in Pairs, and, hopefully, Ladies, and Japan will qualify in Dance at Nebelhorn, and maybe Pairs as well, so that it won't be as rough for Korea, if the don't qualify in three.

Seven countries qualified a pair at Worlds and there will be four more from Nebelhorn. That's only 11 countries that even qualify a pair while there are 10 team spots.

It seems that Korea will qualify in Ice Dance and Men at Nebelhorn, but what about pairs? if they end up out of the top 4 that qualify for the last spots available in pairs, as a host country can still get an extra quota?
Could we have 21 couples for the pairs competition? or in this case, are there only 3 spots up to take in Nebelhorn (plus the 1 host country)?
I mean, does Korea have a guarantee spot in pairs no matter they don't get it via the Olympic qualifying process?
For example in Synchro Diving, in Rio 2016, 8 teams qualify for every event (4 in total) but Brazil got an automatic berth in each of the four categories hence there were only 7 spots (in each event) for the rest of the world to take part at the Olympics
It is most likely that Korea will get a man's ticket and an ice dance ticket. Then
Either
1) They can qualify for the team event and add a pair for that discipline. This pair cannot be participate in the individual competition.
2) There is the reservation of extra 10 athletes for the team event. The priority is given for the team event. If there are some space left after team competition participants are decided, then the host country can use it. In such a case, the Korean pair can participate in the individual competition, but not in the team event.
It's not clear to me what ISU will do when both 1) and 2) are possible. The decision for the team event participants should come earlier. So my guess is 1).
You need to consider that the latest update (from the April press release after Worlds) makes no mention of the Additional Athletes quota spots detail previously mentioned in this document, so your second point may not hold true.
Men (20th was the cutoff at Worlds 2017) - finish order by country after that:Quotas*:
*Quotas don't apply if there are more entries from members who need to qualify
- Singles:30
- Pairs: 16
- Dance: 25
First priority: members who need to qualify
Second priority if there are spots still left: members who placed 1-10 at 2016 Nebelhorn and earned OWG spots in Helsinki:
Third priority if there are still spots left: everyone else.
- Ladies: JPN, RUS, CAN, KOR, USA, BEL, GER
- Men: RUS, USA, CAN, GER
- Pairs: GER, CAN, USA
- Dance: ITA, USA, CAN, FRA
In the past, there have been additional host spots as well as Games where the host spot would have to come out of the qualifying quota.ETD: The rule which limits the number of extra athletes limited up to 10 is set by IOC, not by ISU. To remove this condition for the host country ticket, they need the agreement from IOC. But there has been no such statement from either IOC or ISU yet.
I'm wondering whether the other countries that have qualified already will send entries if they are allowed, or whether it's best to avoid the drama and competition of the Olympic qualifier.
I just looked on the Italian federation's website but couldn't find anything...Someone knows how Italian Fed decidedes which men to send to Nebelhorn?
ETA - not at Worlds: Aimee Buchanan was the highest finisher of the 3 ISR ladies at the recent Philadelphia International comp. (Katarina Kulgeyko was the 4th entered but she withdrew from Philly). Spain will send Sonia Lafuente (see my post below this one).She is currently undergoing training in Italy and Estonia with the qualifying rounds set to take place from September 27 to 30 in Obersdorf, Germany.

Yes, Lucie is Czech by birth (ETA) but it sounds like from this July article published on the SVK federation website that she could be eligible to represent SVK at the Olympics IF they get a place at Nebelhorn?
