Is this the first time it is just by public voting?

eta... I just read this elsewhere : "The northern bloc is completely in the final for the first time since Copenhagen 2014 while Ex-Yugoslavia is completely out for the first time since Malmö 2013"

I don't keep track of history and stats but thought I'd add that to my question.
