The bidding rules mean you can't. In fact, there was an order issued that anyone who worked on the bid in any way were asked to return their pins etc to be destroyed. Some people may have lied and said they lost them instead.

I am totally unimpressed. With all the talent in the world....they come up with this?!? And, frankly, I find the Paralympics logo insulting. With the open top it looks like a piece is missing. Not the message I would want to be sending or receiving.

It's no insulting for Paralympics. The title for the emblems is つなぐ輪、広がる和 (=connected circle, spreading harmony). Both 輪(circle) and 和(harmony) have the same pronunciation "wa" in Japanese. I guess the emblem for Paralympics represents "spreading harmony," and the design which you took as "missing" actually means "spreading."
