It is only August. The Olympics will not be held until February. Nations will not be holding their national championships to determine which skaters will be on the Olympic team until December at the earliest. Canada and the US will not have their nationals until January.

No - it is much too early for most individual countries to make these announcements. There are qualifying procedures that need to be gone through - they vary from country to country. The International Olympic Committee has determined the overall number of spots available for skaters in each discipline and some determinations related to that will be made by the results of the upcoming Nebelhorn Trophy.
