It's also created an EDI committee. I found it interesting that Asher Hill, who recently called out Skate Canada for its lack of meaningful commitment to equity, diversity, and inclusion, and for not addressing his formal complaints of discrimination, is not on the committee.

Elladj Baldé and Asher work very closely together as part of the Figure Skating Diversity and Inclusion Alliance (FSDIA) - I would not expect both of them to be part of the working group.

Agreed, but without knowing that, it could be perceived that Skate Canada is once again trying to ignore or punish Asher by excluding him.

Policy & Terminology: A new equity, diversity and inclusion policy and strategy is being developed to help ensure that individuals of all races, genders, sexual orientations, and abilities feel welcome in Skate Canada programs and events. An active review of terminology in our sport is underway, with a focus on decolonizing of the terminology.

It's also possible they invited him to be a member of the committee but he declined. It might actually be helpful for the FSDIA's mission to have both a member on the committee helping to make change and a member outside of it and able to criticise. And in Asher's case I wouldn't be surprised if he preferred not to work with/for Skate Canada again.
