ISU published the annual list of Referees, Judges, Technical Controllers, Technical Specialists, Data & Replay Operators valid for season 2023/24 in Communication number 2588


As a reminder, based on the two qualifications (ISU and International), officials are allowed to judge in the different type of competitions.

Judges:

ISU level is needed to judge in ISU Championships (such as Senior Worlds, Europeans, 4 Continents and Junior Worlds), Grand Prix Final and Olympic Qualifying competition.
At Olympics, you need ISU level + having served twice in ISU Championships or Olympic Qualifying competition.
A recently introduced requirement for serving in Pairs panels at ISU Championships and Olympics is that the judge should have already served in Pairs in previous ISU Championships or having served (with a satisfactory evaluation) in in at least one International Competition and one ISU Event in Pairs during the 48 months preceding the draw.
For Senior GPs stages, Junior GPs stages, Challenger Series events and other International competition, international qualification is enough.

Technical controllers and specialists:

ISU level is needed for ISU Championships, GP Final, Senior and Junior GPs.
In Challenger Series events, at least two members of technical panel should have ISU qualification.
International level allows to judge in B international competitions.

Referees:

ISU level is needed ISU Championships, GP Final and Senior GPs.
International level allows to serve as referee in Junior GPs, Challenger Series and other international competitions.

I tried to check the changes compared to last season.

Preliminary admission:

a) I may have missed or misallocated something….eyes started to get confused while cross-checking two long files full of names
b) ISU may have done some mistakes too (I already spotted one)

Note

a) Examinations for new technical controllers and specialists were not held this year. Hence, the lack of promotion or new names.

b) Examinations for promotion to ISU judges will take place during Nebelhorn Trophy

2 of the new Single and Pair judges were among the 9 who didn't pass the exams last year. And 1 is from those who didn't pass the exam in 2019 (6 didn't pass the exam that year and 2 passed it in 2021 and 1 this year).
IIRC they have 3 attempts. If they fail 3 times, they can't try anymore.

Tobias Steindl is progression fast. Passed the International examination in 2019. Became ISU level in 2022 and International referee in 2023.


What causes a demotion such as for Mariusz

Demotions can be due to
a) lack of service. For ISU technical specialists, it is 2 international competitions or 1 ISU event/Challenger + 1 national competitions in the 24 months preceding the nomination.
b) lack of attendance of seminar/webinar for re-appointment in the 24 months preceding the nomination
c) negative assessment for serious mistakes during competitions. But you need to get Assessment 3 (so third negative assessment) to get demoted.

Siudek satisfies point a) (Skate America 2021 and Tayside Trophy 2021 and 2022).
It is probably due to not having attended the re-appointment seminar. In those cases, once they attend it, they are restored to their previous position.

Is Jason done being involved?
Probably. He was already demoted from ISU to International level for lack of service/seminar a couple of years ago.

NEW ISU Communication (No. 2589) bans ISU Member Vice-President, Director General, General Secretary, CEO, Executive Director, Sport Director or equivalent from serving as judges in any ISU Championships, any ISU Senior Grand Prix event, ISU Grand Prix Final Junior and Senior, Winter Youth Olympic Games, or Olympic Winter Games during the entire time of his or her elected/appointed period of service.

ISU Member Presidents were already prohibited (Communication No. 2265). All those positions were already not allowed to serve in technical panels and referees.
They previously forgot to add them to point 2.2 too.

The potentially affected people (if information on ISU Members section on ISU website are up to date...which is probably a big IF...) are

General Secretary: Ms Salome Chigogidze
Iceland
General Secretary: Mrs. Maria Fortescue (but she is only international judge. So she is affected eventually only for GP series)

Douglas Williams (USA) is found guilty of national bias for his scoring of Levito, Glenn and Tennell at 2023 Worlds. However, he wasn't found guilty of systematically under-marking their competitors.
So he gets away with just a warning, also because he didn't get previous warnings (unlike some of the judges who were recently suspended who had already had previous warnings for their judging).


His level of self-esteem is quite something: The Alleged Offender, in the Statement of Response prepared on his behalf, describes himself as “one of the finest examples of a skating official that the ISU system has ever and could ever produce”.

If true it's quite the indictment of the system.
It was actually conterproductive
However, the present case is distinguishable. Mr Williams is an experienced Judge. In his own submission, he is “one of the finest examples of a skating official that the ISU system has ever and could ever produce”. He has undertaken numerous ISU assignments, been involved in training other Judges, and nationally in positions of governance. This submitted standard of experience, knowledge and skill implies that the potential for mistakes (regarding number and severity) is significantly reduced, compared to the above-mentioned case.

(the above-mentioned case was the Hungarian judge Akos Pethes at 2022 Euros for Pairs, who argued successfully that he wasn't biased but just that he didn't have a clue on how to judge pair elements).

Among Single and Pairs judge, 191 out of ISU 242 served as judges, referees or technical controllers in at least one international competition this season. That’s 79% of them. Not counting Russians, Belarussians and Benoit Levoie (ISU Vice-presidence), it raises to 84%

When appointing the members of the Technical Panel and the Referees for ISU Senior Championships, whenever possible, there shall be no appointments of Officials from ISU Members whose Skaters can reasonably be expected to place 1 – 5 in the respective discipline. In case this is not possible, all members of the Technical Panel and the Referee for the respective discipline shall, whenever possible, be from ISU Members whose Skater(s) can reasonably be expected to place 1 – 5 in the respective discipline at the ISU Championships concerned.

This is a case of early appointments based on previous seasons not matching the new reality by the time of Worlds. Appointments were done this summer and Hase/Volodin weren't a thing back then.

Some turn of the year stats

I start with Ice Dance.

Ice Dance international season is finished. Remaining events don't have Ice Dance.

Out of 161 Ice Dance judges, 130 served in at least one international competition this season (counting also those who served only as technical controllers as service in TC counts as service for judges).
Not counting Russian and Belarus officials, it is a 89.6% service rate.
Those without service include 5 ISU judges (Zhang, Saarelainen, Leonard, Brecht and Makarova) and 10 international judges (Mautner, Degl, Ren, Yao, Pedersen, Duprez, Frieder Dieck, Lucas, Barker and Kagayama).

Most active judges? Olena Lisova (Ukraine), Irina Medvedieva (Ukraine) and Katarzyna Szawarejko (Poland) served in 9 competitions, Yurii Kliushnikov (Azerbaijan) and Vladimir Cochran (Slovakia) served in 8 events.
Among the new international judges promoted last summer, the most active has been Albert Saadi from Monaco who was present in 4 competitions. Two of the new judges got a GP assignment in their first season: Saadi (at GP France) and Espen Runas Rotterud of Norway (at GP Finland). If you don't have skaters, geographical proximity helps...

A couple of those without service haven't been seen since 2019. Because of Covid pandemic, ISU relaxed the fulfillment of the service requirement (one competition in previous 36 months) to be re-appointed. Now that this should be back, I guess some of them will be retired.

As for technical specialists, 40 out of 55 called in at least one international competition this season. Not counting Russian and Belarusian specialists, it is a 80% service rate.
3 ISU (Margaglio, Senft, Bouranov) and 7 international specialists weren't active internationally this season. However, for re-appointment, international specialists can use national competition to fulfill the service requirement.

Most active? By far, Marie Louise Gijtenbeek (Netherlands) who was in 8 panels. Then we have go down to 4 events for Lyapina, Blum, Grincova, Kika and Akimova.

If they apply to them the rules as they are now, their ISU judges would be demoted to International status. And International judges would be delated.

Taking advantage of the afternoon's rain...if ISU go back in implementing the service requirements for re-appointments, the judges who would fall fools of the requirement of Rule 414-Point B ("have served, during the thirty-six months preceding July 31st of the calendar year of the nomination, as a Referee, Judge, Trial Judge, or Technical Controller in at least one International Competition (as per Rule 411, paragraph 9.b). are the followings (so no international service in 2021/22, 2022/23 and 2023/24):

Qin, Salnikov, Kuronen, Gmelin and Matejova were all demoted from ISU to International level last summer because of lack of seminar attendance. I guess they are phasing out.
Some of them may be close to mandatory retirement (70 years). They were around at the beginning of IJS (Qin was on the Skate America 2003 panels, the first Senior GP with the new judging system). Qin (Men 2014), Salnikov (Pairs 2010 and 2014) and Matejova (Ladies 2018) judged at Olympic Games.

There are still 3 international competitions left this season for Single (Thailandia Open, Mexico Cup and Oceania International). The Australian and Asian judges without service may do the required service there (Thailand and Oceania comps).
