Yes, if the rules don't change from last season. Because 1-2 have a choice of GP's, with 3 getting what's left over, it's a more important shift, but it also applies to 4-6. Technically, there is no language about "retirements" for seeded skaters, just that there are vacancies, but for moving up for 7-12 (singles), 7-10 (Pairs, Dance), there is "if retirements" language about the vacancies, although I'm not going back to see if this restriction actual exists, and it's not just a team taking a season or two off.
