Jean-Loup Chappelet of the University of Lausanne said that one consideration for the IOC is that Russia will take a ban to CAS and the IOC might very well lose. He also brought up the diplomatic boycott of the Beijing Olys, but said it's early days yet and countries like the US, Canada, and UK are probably going to wait and see how sponsors and media feel. A campaign to target advertisers/sponsors and efforts to keep the issue in the media might work, in that case.
Hidalgo saying what she did is quite interesting -- especially given that as recently as last month she was in favour of Russian & Belarusian athletes participating as neutrals, but now her first deputy says that she has reviewed the situation and changed her mind and her position is "very clear, and, I believe, also that of many countries and sporting federations." If that is true then perhaps national feds can successfully apply pressure to international governing bodies.
