When looking at the other communications on the ISU website I noticed this one.

Communication No. 2252 - ISU Development Commission - Call for applications - support for transition from Skater to Coach/Official/Administrator/other Skating-related role

It appears that the ISU are helping to move those who have competed at the highest levels into staying involved in the sport through various roles. I don't think it is such a bad idea. Plus it is important to keep people involved in the sport.

Does anyone more about the background of this and why they have implemented this? Interested to know.
 
Wish that Scott Moir, Kaetlyn Osmond among others applies for this. I know the money is very small but transitioning to the next stage is important.
 
It sounds like this is aimed more at skaters from the smaller federations.

The aim is to provide financial support (of between CHF 500 - CHF 3’000 per individual) for relevant education, training, equipment or other activity. The Development Commission intends this initiative to help top Skaters to stay in the sport, to share their knowledge and experience, preferably in their own country/region, and to use their position as a role model to strengthen the sport in their country.
