It could, but the IOC only recognizes one body to determine qualification to the Olympics.
I think it would be more likely that companies in Europe can sponsor events without participants having to get permission from the ISU to attend and remain eligible.
Since it's an EU ruling, USFS could still deem that some competitions are off-limits. The same thing would be true in Japan, if new events would undermine events by the Japanese Fed's sponsors.
